I was able to follow all of the steps up to and including deleting the volume when un-partitioning. The only option available is to shrink volume.

What am I missing here? It is difficult to say without taking a closer look. Do both partitions need to be formatted? Maybe someone else can confirm this? If you can move the data from the second partition to the first or another one, or backup it first, then I would suggest you do so.
